It is approved by the Cabinet of Ministers and Gazetted by the Hon. Minister of Finance as a Charity under the Tax Laws of Sri Lanka. The Membership of SLANA, which forms the organizational backbone, provides a direct link to local communities, and is a key resource in the fight against drug abuse and for the development of human resources. 
SLANA believes that an informed public is the nation’s best defense against drug abuse and is working on that concept. Therefore SLANA mobilizes the community through national events, such as the National Health Run, Job Fairs, and educate public through workshops, audio-visual presentations, and seminars for building life skills.

			<text id="1"><![CDATA[<p align="justify">National Partnership for Empowering of ICT knowledge among Migrant workers is a joint effort by the Sri Lanka Anti Narcotics Association (SLANA), <a href="http://www.microsoft.com/unlimitedpotential"  target="_blank"><font color="#0000FF">Microsoft Unlimited Potential</font></a><a href="http://www.slbfe.lk"  target="_blank"><font color="#0000FF"> Sri Lanka Bureau of Foreign Employment (SLBFE)</font> </a>and the Government’s<a href="http://www.icta.lk"  target="_blank"> <font color="#0000FF">Information & Communication Technology Agency (ICTA)</font></a> It is formed to grant the knowledge of modern, effective & efficient tele communication methods & computer usage to the migrant workers and their families. 
SLANA is operating well facilitated four Tele centers in Nawala, Chilaw, Kurunegala & Matara. The main Tele Center which includes two computer training labs & a mini auditorium is located at the SLANA head office in Nawala. Under the national partnership, SLANA is conducting free computer training courses weekly for migrant workers & their family members at its Tele Centers.
SLANA organizes many computer related training courses for IT knowledge seekers & other training programs such as Drug Abuse Prevention Trainings, Presentations, Managerial & Leadership enhancing workshops  etc. in partnership with community based organizations, service clubs, non governmental organizations, government and village level organizations and the business community.</p>

			<text id="1"><![CDATA[<b>Awareness for Army Officers</b>
<p align="justify">A drug awareness program was held on 19th of August 2011, where active discussions were held along with presentations and work shops at the Military Intelligence Corps for Senior NCOS Students following their Refresher Course.
During the program the officers were guided to discuss and identify the common risk factors of non drug users in the different communities they live in. They further drew plans to address these risk factors in order to exercise primary prevention.
Presentations were held for the officers to educate them about the types of drugs available in Sri Lanka, the areas that mostly abuse and traffic drugs and the health issues of drug use.</p>
<b>Certificate Ceremony for Migrant Workers</b>
<p align="justify">A certificate ceremony was held on the 24th of August 2011 for the migrant workers who followed the MS2 course on ICT training at the Tele Centre of the Nawala SLANA Head Office. The specialty of this event is the screening of an inspiring movie to the attendants of the ceremony for their entertainment.
 The ICT training is given free of charge for the migrant workers to educate them on Computer Fundamentals, Internet &Email, Communication Through Skype and Online Banking.
A common crisis faced by many families in the country is the isolation of family members due to the migration for foreign employment. Especially the separation of children from their mothers will make them lose a source of guidance and a person to interact with. This can lead the children into drug abuse and other hazardous practices. Through the MS2 program SLANA trains both the migrant worker and a family member to use internet facilities and to keep in touch through methods like Skype and Email. 
Low computer literacy levels are observed of many migrant workers of Sri Lanka and this can be a great inconvenience when they go to other countries that are more technologically advanced. By providing the basic knowledge on computers we hope to train them the basic machinery disciplines where they will learn to respond to simple commands of common machines and also to get them confident in the usage of commonly operated machines.
Another feature of this course is the short Business Module. The migrant workers are given the basic knowledge to understand business opportunities around them and to initiate a small business. They are also taught on basic business operations along with knowledge to maintain basic business and financial reports that are necessary in analyzing a business. Most of the migrant workers are observed to lack the knowledge in investing their hard earned money on income generating projects. As a result they are compelled to go over sees continuously or instead another family member is sent resulting in the continuation of this trend in the family. We believe that if the migrant workers are given the basic training on operating a small scale business, they will be able to initiate a method of continuous income generation which might alter the trends of continuous migration in the family.
The MS2 is a joint effort by the Sri Lanka Anti Narcotics Association (SLANA), Microsoft Unlimited Potential, Sri Lanka Bureau of Foreign Employment (SLBFE) and the Government’s Information & Communication Technology Agency (ICTA).</p>

The total number of persons of drug related arrests was 28,162 in 2008. Of the arrestees 59% were aged 30 years or more and 39% of them were in their twenties. The man to woman ratio of drug arrests was 51:1. Of the drug related arrests, 28% was for Heroin, 71% was for Cannabis. Most of the drug-related arrests, 62% was reported from the Western Province followed by the Southern Province (11%) and the Central Province (9%). The Colombo district reported 49% of the drug related arrests followed by Gampaha district (7%) and the Kalutara district (5%). The prevalence of drug related arrests were 141 per 100,000 populations in 2008. The prevalence of drug related arrests above 14 years was 192 per population of 100,000 in 2008. Among the persons arrested for drug offences, 69% of them were Sinhalese.
<b>Cannabis</b>
Cannabis is the only drug that is produced, and it is grown illicitly, mostly in the dry zones of the country in the Eastern and Southern provinces. The estimated land area under Cannabis cultivation is nearly 500 hectares. Little labour and inputs are needed to grow cannabis compared to other cash crops and it has very few natural predators. Scenes of Cannabis cultivations suggest that modern agricultural methods were used as well. A potent variety of Cannabis with more flowering tops had become popular among the young drug users in the recent times. 
Majority of the cases of drug related arrests were for Cannabis (20,097) in the year 2008. Highest number of Cannabis cases (40%) was arrested from the Colombo district followed by Gampaha and Kalutara districts. The Police Narcotics Bureau seized the largest quantity of Cannabis, followed by the Tangalle and Monaragala Police divisions. Cannabis is grown in the rural areas and brought to Colombo and other provincial towns for more profit. Often public transport was used to traffic Cannabis in order to avoid detection. Among the drug users arrested in the recent past a major increase in Cannabis related arrests has been noted. There was no indication of Cannabis being exported from or imported to any other country during the year. The quantity of Cannabis seized island-wide was 55,696 kg. The Western province reported 53% of the cases followed by the Southern and the Central Provinces. The number of persons for Cannabis related arrests had decreased by 41% in 2008 compared to that of 2007. The prevalence of cannabis related arrests was 100 per population of 100,000 and it was 137 per population of 100,000 for those above 14 years of age in 2008.
The present trends indicate that over the last decades the incidence of abuse of Cannabis has caused substantial problems in the Sri Lankan society. The trend reflected a significant increase of Cannabis users in the country. The Cannabis related arrests were increased during the period of year 2004 to 2008. It was 10,845 in year 2004, 34,728 for 2006, 33,848 for the year 2007. Cannabis related arrests had increased by three fold compared to 2004. Cannabis without the Narcotic content was used in the manufacture of Ayurveda (indigenous) medical preparations. The Ayurveda medical practitioners and the Ayurveda Drugs Corporation were the largest consumers of it. 222 kgs of Cannabis was used for Ayurveda medicinal purposes in 2008. The Ayurveda Drugs Corporation, which consumed a total quantity of 220 kg, is mostly used for the production of madana modakaya, suran vidura vatee, kameshweri modakaya, Ranahansa Rasayanaya and Buddharaja kalkaya.
<b>Heroin</b>
Before 1980s, its use was restricted to a few locals who had traveled abroad and to some foreign tourists. Heroin use became more common among other social strata from the early 80s. Thereafter the number of users had increased. Even though, its use was initially confined to the city of Colombo and few provincial towns, now it has spread to remote towns and rural areas as well. It has become a major health and social problem in the country, cutting ethnic, religious and geographical lines. Drug Law Enforcement agencies world-over on an average seize about 10% of the drugs trafficked. Based on the Heroin seizures between 2004 and 2008, the estimated street level supply of heroin in Sri Lanka was 763 kg per annum or nearly 2 kilograms per day. This quantity was sufficient for a day’s supply of 45,000 heroin dependents. Heroin was smuggled into the island by fishing boats or by couriers posing as tourists. Most of the Heroin in the country was from India or Pakistan. The drug is mainly smuggled via South India to the Western coast of Sri Lanka using fishing boats. In 2008, seventeen kgs of Heroin was seized and 8,050 people were arrested. Among the arrestees 2% were women. Majority of the arrestees were Drug users who had been in possession of a few milligrams of Heroin for personal use.
The prevalence of Heroin related arrests in 2008 was 40 per population of 100,000 and it was 55 per population of 100,000 for those above 14 years of age. There is no significant increase of Heroin related arrests or Heroin users in the country. The data for the last five years shows that Heroin related arrests are decreasing. In the year 2004, 11,846 persons were arrested whilst only 8050 persons were arrested in the year 2008. Heroin related arrests had decreased by 32% compared to the year 2004.
<b>Opium</b>
Opium is used in the Ayurveda (indigenous) medical pharmacopeia and the government makes it available to Ayurveda Medical Practitioners through Government Hospitals. The Government imported 230 kg of Opium into Sri Lanka in 2008, of which 134 kgs of Opium were used for medical purposes during the same period. Approximately 19 grams of Opium was seized during the year. The number of arrests made was nine. The seizures of Opium were from Colombo and Ampara districts.
<b>Price and Purity</b>
The average street price per kilogram of Heroin in 2008 was 4.5 million in Sri Lankan Rupees (approximately U.S. $ 39,130) for locals. The street price of Heroin had decreased by 11% for the locals in 2008 compared to that of 2007. But when compared to that of 2004 the street price of Heroin had increased from 1.7 million to 4.5 million in 2008. The average street price of a kilogram of Cannabis was Sri Lankan Rupees 20,000 (approximately U.S. $ 174) for locals. The price of Cannabis has increased for locals compared to the year 2007 by 100%. The average street price of Opium per kilogram for locals was 0.9 million (approximately U.S. $ 7,826) during 2008.
The average diacetyl morphine content, of street level Heroin in Sri Lanka was 36% in 2008. It has increased by 0.5% compared to 2007. Diazepam, Lactose, sucrose, Acetaminophen and Caffeine were the commonly used adulterants of Heroin. The National Narcotic Laboratory of the NDDCB is testing street level Heroin samples on a monthly basis. According to the tested samples during the last five years there were no significant changes on the average purity level of Heroin. In 2004 the average purity level of Heroin was 39.85% and it was 36.44% in 2008.
<b>Method of Drug Administration</b>
Among the Heroin users, Inhalation (“chasing the dragon” - Chinese method) is the preferred mode of intake. Cannabis and Hashish is smoked. The opium users mostly ate it. Of the drug users, many smoked tobacco and a few consumed alcohol.
<b>Psychotropic Substances</b>
Dependence on psychotropic substances is not of any significant degree in Sri Lanka. Dependence on one or more of these substances stems either from medical use, or to evade withdrawal symptoms when Heroin is not available in the market. Some of these are (willingly or unwillingly) included in seemingly innocuous medicinal preparations. Although these substances are prescription controlled, some of these substances are freely available in the illicit market. During the last five years 4 gm of Ecstasy (2004) and 7 tablets of Amphetamines (2005 & 2008) was seized and only 4 persons were arrested for Psychotropic Substances related offences.
<b>Precursor Chemicals</b>
Precursors are nothing but a chemical out of which Synthetic Narcotic Drugs can be manufactured through chemical processes. The precursors are generally used in industry and chemical manufacturing units for licit purposes. The traffickers divert this precursor chemical illegally for production of illicit drugs. Sri Lanka does not manufacture any precursors, whatever substance is needed for use in the pharmaceutical or industrial sector is e imported. Most precursor chemicals imported to Sri Lanka are either for industrial or pharmaceutical purposes. The main precursors imported into the country in the last few years are acetic anhydride, acetone, ephedrine, ergometrine, hydrochloric acid, methyl ethyl ketone, piperonal, potassium permanganate, pseudoephedrine, sulphuric acid, and toluene. Out of these chemical precursors synthetic Heroin and Cocaine can be produced. Other synthetic highly addictive drugs that can be produced are, Methaquolone, LSD, MDA/MDMA, Amphetamine, Methamphatamine and Phencyclidine tablets. 
A Convention against illicit traffic in Narcotic Drug and Psychotropic Substances, Act 1 of 2008 was enacted to cover 23 precursor chemicals in the year 2008.  This Act gives effect to the UN Convention against illicit trafficking in Narcotic Drugs and Psychotropic Substances, the 1988 Convention and the SAARC Convention. Although Sri Lanka does not manufacture any precursors, a clandestine laboratory was seized in Kosgama, in the Avissawella district in 2008 and this is a new emerging trend that needs to be eradicated.
<b>Drug Trafficking</b>
Seizures of drugs by law enforcement agencies are one of the main indicators used to assess the level of illicit drug trafficking. Sri Lanka is also a transit point for drug trafficking and traffickers act as couriers of drugs from Pakistan and India to Europe and the West through Colombo / Male. Through out the past five years, Heroin seizures and arrest information highlight, that South West Asian Heroin (brown sugar) is mainly smuggled from India and Pakistan originating from the golden crescent region. During the last five years 58 foreigners were arrested in Sri Lanka for drug offences. This includes 28(48%) Pakistanis and 15 Indians (26%). In the year 2008 the arrestees were Pakistani, American, Maldivian, Filipino, and Afghan and Congo nationals. They were arrested for trafficking of 6.380 kg heroin and 24.5 gm of Cocaine. A total of nineteen Sri Lankan including a woman was arrested for drug offences abroad in the year 2008. Most of men were arrested in India, followed by Dubai and Kuwait. They were arrested for trafficking of 614 gm Hashish, 19.590 kg of Heroin, 18 kg of Charas and 05 Amphetamines tablets.

<p align="justify">Though the second highest foreign exchange earners are the Migrant Workers, they do not receive the recognition they ought to get. In fact the Migrant workers are the uncrowned Heroes of Sri Lanka. They do not receive any knowledge on Information Technology (IT), though the Foreign Employment Bureau provides training for these Migrant Workers as appropriate for their employment abroad. It was recognized by SLANA that if knowledge on Information Technology (IT) is provided to Migrant Workers, it would help them immensely in their day to lives abroad as well as in pursing better careers. Therefore initiating a process of Empowerment of Migrant workers through Information Technology (IT), SLANA launched yet another project With Microsoft Corporation with the support and in collaboration of the Sri Lanka Foreign Employment Bureau (SLBFE). For further strengthening the ICT knowledge enhancement thrust amongst this population the Information and Communication Agency of Sri Lanka. (ICTA) is co-operating the ICT knowledge enhancement via their Nenasals. Accordingly our activities focus on empowering populations for the facing of life’s transitions in a positive & healthy manner whilst learning to pursue an objective oriented life. 
Through the years the goal of the organization for uplifting the community and establishing economic sustainability, through responses without racial & gender prejudices for guiding of youth to a life style of productivity, away from drugs and other anti social behaviors, is been achieved surely & steadily.
